VAA Leads Design & Oversight for Landmark Milling Facility

VAA provided Owner’s Representative services and design support for at the time, the country’s largest greenfield flour mill. The 22,000 CWT facility produces bread flour and semolina, with a 1,000,000-bushel grain elevator, three milling lines (plus space for a fourth), and advanced packaging and shipping systems.

Built on a challenging floodplain site, VAA designed a rail loop connecting Union Pacific and Canadian Pacific lines for flexible logistics. Innovative engineering—including a large concrete mat foundation—helped meet an aggressive 17-month schedule.

Today, the facility stands out for its efficiency, cleanliness, and modern design, continuing to serve as a benchmark in flour milling.

Flour Mill Rail & Load Out Upgrades

VAA redesigned the flour mill rail systems to double receiving capacity and enable simultaneous grain intake and by-product load out—without disrupting operations.

VAA partnered with the client to upgrade the flour mill rail receiving and load out systems. The redesign separated rail traffic—moving grain receiving to the inner loop and by-product load out to the outer loop—allowing both operations to run simultaneously. VAA also increased wheat receiving capacity from 20,000 to 50,000 BPH. All upgrades were completed without disrupting ongoing mill operations, thanks to close coordination with plant staff and Delphi Construction Inc.
