On July 1, the U.S. Department of Agriculture announced the launch of one of the largest federal funding opportunities the fertilizer industry has seen in years.
Through the new Fertilizer Investment & Expansion for Long-Term Domestic Supply (FIELDS) program, USDA will invest $500 million in projects that expand domestic fertilizer manufacturing, strengthen supply chains, and increase U.S. production capacity. Individual awards range from $15 million to $150 million, making this one of the most significant federal funding opportunities currently available to the industry.
With applications due August 17, the timeline is compressed. For many companies, the biggest challenge isn’t identifying a good project—it’s assembling the team capable of producing a competitive federal application in just a few weeks.
Why FIELDS is Different
Winning a federal grant of this size requires far more than completing an application.
Applicants must demonstrate:
- Financial viability and long-term sustainability
- Economic justification and public benefit
- Construction and project readiness
- Regulatory compliance
- Strong project management capabilities
- A clear strategy for administering federal funds after award
The most competitive applications combine technical expertise, financial analysis, grant strategy, and compliance planning from day one.
Engineering Meets Federal Funding Strategy
Unlike traditional grant consultants, VAA pairs nationally recognized engineering and design expertise of fertilizer facilities with one of the country’s fastest-growing public funding practices.
For decades, VAA has partnered with fertilizer manufacturers across the United States on facility design, process improvements, expansions, storage, transportation, and infrastructure projects. Today, our engineering team serves a broad portfolio of fertilizer clients and includes many of the industry’s most experienced professionals.
In the meantime, between 2023 and 2025, VAA’s Public Funding Strategy team has helped clients secure $128 million in competitive federal grant awards, supporting transportation, industrial, infrastructure, manufacturing, and economic development projects across the country. More recently, this includes helping three agribusiness stakeholders win a total of $54.9 million from the U.S. DOT’s Port Infrastructure and Development Program.Â
This combination of engineering and federal funding expertise allows clients to work with one integrated team—from project concept through grant award and implementation.
Four Reasons Client Choose VAA for FIELDS (and other grant programs)
1. We help clients navigate federal registration before the deadline.
One of the biggest obstacles isn’t writing the application—it’s simply gaining access to submit it.
Federal registration requirements and system access can take up to ten days before an organization is eligible to submit an application. Our team guides clients through the registration process immediately, helping avoid delays that can jeopardize an otherwise competitive project.
2. We know how to build winning federal applications.
Federal reviewers expect far more than technical project descriptions.
Our Public Funding Strategy team has secured over $100 million in federal funding this year by developing applications that clearly communicate project readiness, economic impact, competitiveness, and alignment with federal priorities.
We understand what reviewers look for because developing competitive federal proposals is what we do every day.
3. Our in-house economists strengthen the business case.
One of the most important—and frequently underestimated—components of major federal applications is the economic analysis.
VAA’s team of economists can immediately begin developing the financial justification, economic impact analysis, and supporting documentation required for competitive federal funding. This value-added capability helps shorten schedules, improves coordination, and strengthens the overall application.
4. We help clients prepare for success after award.
Winning the grant is only the beginning. Federal awards come with significant requirements related to compliance, procurement, documentation, ethics, reporting, and audit readiness.
VAA’s Public Funding Strategy team includes credentialed grant managers that help our clients establish compliant processes before awards are announced. This proactive approach mitigates implementation risk and eliminates the need to hire outside grant administrators after funding is secured.
Don’t Think of FIELDS as a One-Time Opportunity
Whether or not your organization ultimately applies for FIELDS this year, this program highlights a larger trend.
Federal investment in domestic manufacturing, supply chain resilience, and agricultural infrastructure continues to expand. Companies with an established funding strategy are consistently better positioned to capitalize on these opportunities as new programs are announced.
Rather than reacting to individual funding notices, successful organizations develop a long-term capital funding strategy that aligns engineering priorities with available public investment.
